High energy of magic is usually the key.
That is, those who die in areas of high magic concentration can become sentient ghosts, but they’re warped from their living counterparts. There are a few different forms of ghosts in Solstoria, some ghosts simply become “radio static”, fragments of the past. These ghosts can just be shadows of former lives, their souls already passed on but they still- somehow, left behind a trace of themselves. These are often commonly found in cemeteries or old homes. They are harmless, just visions of the past.
Kelpies, on the other hand, are those who die in situations where there’s high emotion and high concentrations of magic. It’s not 100% guarantee a vengeful ghost will appear, but those who can’t let go amplify their feelings through magic. Those who react to magic can become lost in magic. Magic can consume remnants of the soul and a ghost can become more of a wayward being than a human.
Magic is the main factor. Those who have no magic, like Samantha, can not become ghosts. They just cease to exist. Or move on. Or begin life anew. It depends on who you ask.
